An earlier article in this series flagged the Cayman Islands' Residency Certificate for Persons of Independent Means as a figure worth confirming directly with an immigration attorney, since it was sourced from a real estate developer's blog rather than a government or legal source. That confirmation has now been done properly, and the actual thresholds are considerably more precise than the earlier estimate suggested.
For Grand Cayman specifically, the Immigration Regulations require an applicant to demonstrate annual income of at least CI$120,000, or alternatively CI$400,000 held on deposit with a local institution, alongside a local investment of at least CI$1,000,000, of which a minimum of CI$500,000 must be in developed real estate. This route does not permit the holder to work in the Cayman Islands, and the certificate itself runs for a renewable 25-year term, a notably long window compared with residency permits in many other jurisdictions. For Little Cayman or Cayman Brac specifically, the bar is lower: CI$75,000 in annual income and a total local investment of CI$500,000, with at least CI$250,000 of that in developed real estate, reflecting the government's clear intent to encourage investment on the sister islands rather than concentrating everything on Grand Cayman.
The initial application fee is CI$500, and the process typically takes around four months from submission to decision.
For those wanting an indefinite rather than a renewable status, the Certificate of Permanent Residence for Persons of Independent Means requires a considerably higher investment: CI$2,000,000 in developed real estate, confirmed both by the Immigration Department's own guidance and independently by Ogier, a major offshore law firm. Unlike the standard Residency Certificate, this route is subject to an annual quota of 250 grants territory-wide, a genuine constraint worth knowing about if timing an application around a specific personal deadline, since demand exceeding the quota in a given year could delay an otherwise qualifying application.
Beyond the two Persons of Independent Means categories, Cayman also offers a Certificate of Direct Investment, valid for a renewable 25-year term, which does permit the holder to work specifically within the business they have invested in, alongside their spouse and dependent children, subject to a minimum physical presence of 90 days a year in the territory. A Residency Certificate (Substantial Business Presence) is available to those holding at least 10% of the shares in, or a senior management role within, a qualifying local business. Each route carries its own distinct eligibility criteria, and the right choice depends heavily on whether the goal is simply the right to reside, the ability to work in a specific business, or eventual permanent status.
Separately from any of the investment-linked residency routes, an individual who has been legally and ordinarily resident in the Cayman Islands for five years becomes eligible to apply for naturalisation as a British Overseas Territories Citizen, which in turn enables an application to register as a full British Citizen with a UK passport. This naturalisation route runs on its own residency-based timeline rather than being directly tied to which of the investment routes above an applicant originally used to establish residency.
The Cayman Islands offers a properly well-documented set of residency options once the correct thresholds are used, a meaningful improvement on treating a developer's marketing figures as authoritative. For a straightforward property-based residency route on Grand Cayman, the CI$1,000,000 investment threshold with CI$500,000 in real estate is the number to actually plan around, not the lower figure that has circulated on some property-focused websites. Anyone weighing Cayman residency against St Kitts or Grenada's citizenship-by-investment programmes should be clear that Cayman's routes lead to residency and, eventually, British Overseas Territories citizenship through years of ordinary residence, not to a passport obtained directly through the investment itself.
