Residency and Citizenship Options for Saint Lucia Property Buyers

Saint Lucia offers no residency simply for buying a home. What it does offer is a citizenship by investment programme, one of the older ones in the region, plus an ordinary system of residence and naturalisation that takes years. The two are worth comparing before buying.

Three statuses

Saint Lucia recognises citizenship, permanent residence and the right to reside, which is temporary residence. The Constitution of 1978 provides for citizenship by birth, descent and registration. Immigration matters sit with the Immigration Department, which is part of the Royal Saint Lucia Police Force, and work permits are processed by the Department of Labour.

Citizenship by investment

The programme was established in 2015 under the Citizenship by Investment Act and is administered by the Citizenship by Investment Unit. Since 1 July 2024, the minimum investments have been harmonised across the OECS, according to a 2026 compliance update from an advisory firm. A non-refundable contribution to the National Economic Fund starts at US$240,000 for a main applicant with up to three dependants. Approved real estate starts at US$300,000 and must be held for five years. A National Action Bond requires US$300,000 in non-interest-bearing government bonds held for five years, plus a US$50,000 administrative fee. Enterprise routes sit higher, one adviser quoting US$3.5 million for a sole investor or US$250,000 as part of a joint venture.

Fees come on top. Advisers quote due diligence of about US$7,500 to US$8,000 for the main applicant, including the interview fee, US$5,000 for a spouse, and processing fees of US$2,000 for the main applicant and US$1,000 for each dependant. Additional dependants cost US$10,000 if under 18 and US$20,000 if 18 or over on the contribution route. Some guides quote very different totals, including one with a US$18,000 due diligence figure and another with a lower real estate minimum for shared ownership and US$500,000 for bonds, and those do not match the harmonised minimums. The property route in practice

The real estate route requires a government-approved project, and a purchase in an approved project is exempt from the Alien Landholding Licence and stamp duty, as the cost article earlier in this series explains. The market article notes that A'ila Resorts has been described as the only approved real estate project in 2026, and that a route for completed villas and apartments at US$500,000 has been reported. Confirm any project's approval and its resale terms before relying on it.

How long it takes

The CIU targets 90 days, and advisers quote three to four months, three to six months or three to nine months. One 2026 update lists mandatory interviews for applicants aged 16 and over and longer processing. Applications can be submitted remotely, no residence in Saint Lucia is required, and dual citizenship is allowed.

The ordinary routes

Without investing, a non-citizen can live in Saint Lucia on a work permit, which an employer sponsors, or on other temporary residence. Several sources say permanent residence can be applied for after five years of continuous residence, and that this status does not give the right to work. An older legal summary says two years after extending temporary residency, which conflicts with the other sources. Naturalisation requires seven years of continuous residence, including the twelve months before applying, and Cabinet can reduce the period in exceptional cases. Marriage to a citizen and descent are other grounds.

What this means for a buyer

Buying a home in Saint Lucia does not by itself create a right to live there, apart from short stays. If long-term status matters, the choice is between a citizenship by investment purchase in an approved project, with its holding period and fees, and a slower ordinary route backed by employment.
